一、沉著冷靜、廣(guang)開思路,多口徑比較、多方案分(fen)析,有效化解農民工(gong)工(gong)資問題
2020年春節前夕,由(you)于與(yu)玉(yu)米所旱改(gai)水項目道路分(fen)包(bao)單(dan)位結(jie)(jie)算(suan)(suan)分(fen)歧未消化(hua),該(gai)分(fen)包(bao)單(dan)位下屬的農民(min)工、機械商(shang)、材料(liao)商(shang)多次(ci)揚言要圍堵公司(si)(si)討(tao)要工程款(kuan),對(dui)公司(si)(si)的生產經營(ying)及維穩(wen)帶來極大(da)壓力。黎杰同(tong)(tong)志在(zai)(zai)處置該(gai)事件(jian)過程中沉著冷靜,積極收集(ji)項目信(xin)息,掌握(wo)主動(dong)權,帶領公司(si)(si)合約(yue)部廣開思路,多口徑比(bi)較、多方(fang)(fang)(fang)案分(fen)析。在(zai)(zai)結(jie)(jie)算(suan)(suan)中,對(dui)任(ren)何可能有(you)不(bu)同(tong)(tong)結(jie)(jie)果的計算(suan)(suan)方(fang)(fang)(fang)法、套(tao)價(jia)(jia)方(fang)(fang)(fang)法均做(zuo)計算(suan)(suan)和分(fen)析;仔(zi)細研究,不(bu)放過合同(tong)(tong)中任(ren)何一(yi)處存在(zai)(zai)約(yue)定(ding)空間的條(tiao)約(yue),以爭取得到(dao)對(dui)我方(fang)(fang)(fang)最(zui)有(you)利(li)的結(jie)(jie)算(suan)(suan)結(jie)(jie)果。如(ru)在(zai)(zai)混凝土路面結(jie)(jie)算(suan)(suan)中,他(ta)結(jie)(jie)合不(bu)同(tong)(tong)標號混凝土的套(tao)定(ding)額、采(cai)(cai)用(yong)單(dan)價(jia)(jia)(信(xin)息價(jia)(jia)或采(cai)(cai)購價(jia)(jia))和計費方(fang)(fang)(fang)法、扣除超領貨(huo)款(kuan)等因素綜合考慮,共比(bi)較了3種方(fang)(fang)(fang)案,使我方(fang)(fang)(fang)在(zai)(zai)就此分(fen)歧與(yu)分(fen)包(bao)單(dan)位洽談(tan)的過程中處于主動(dong)地(di)位,爭取到(dao)了有(you)利(li)的解(jie)決方(fang)(fang)(fang)案。尤其對(dui)于我司(si)(si)提(ti)供的部分(fen)混凝土,全部進(jin)行合同(tong)(tong)量(liang)、訂(ding)貨(huo)量(liang)、定(ding)額定(ding)用(yong)量(liang)與(yu)實際領用(yong)量(liang)的對(dui)比(bi),超領部分(fen)從結(jie)(jie)算(suan)(suan)中扣減,經最(zui)終結(jie)(jie)算(suan)(suan),整個項目共計核減該(gai)分(fen)包(bao)商(shang)82萬元。同(tong)(tong)時,他(ta)分(fen)別向(xiang)涉及的農民(min)工、機械商(shang)、材料(liao)商(shang)耐心(xin)細致地(di)做(zuo)解(jie)釋,據(ju)理力爭,曉之(zhi)(zhi)以情,動(dong)之(zhi)(zhi)以理,最(zui)終化(hua)解(jie)了一(yi)起可能引發(fa)的群體性(xing)事件(jian)。

二(er)、講實干(gan)、信守承(cheng)諾,瑞聲光學模組輔(fu)房提前交付使用(yong)
瑞聲光(guang)學模(mo)組輔房項(xiang)(xiang)目是(shi)南寧(ning)市、經開區重點項(xiang)(xiang)目瑞聲光(guang)學模(mo)組產業發展的(de)相關配套項(xiang)(xiang)目,2020年1月13日,瑞聲公司緊急通知輔房的空壓機、冷水機等設備要在5天后進場,但此時輔房的外架尚未拆除,外墻正在進行門窗安裝及涂料施工,項目也正面臨著農民工要回家過年、材料商要停止供料的困境。面對挑戰,他沒有以客觀條件為借口,帶領項目部想盡辦法分班作業,搶時間、趕進度,針對施工難點挖掘潛力,一是通過加強各部門協調確保材料及時到位;二是采取分段流水施工工藝,最大限度利用勞動力資源;三是加強與設計、業主方的溝通,根據擬進場的設備安裝位置改變原設計的吊裝口,利用現有外窗洞進行吊裝。最終,項目于2020年1月18日按時順利交付瑞聲公司使用,再次刷新“綠港速度”,提升公司的“鐵軍”形象。
三、一手(shou)抓防疫,一手(shou)抓復工,確保(bao)重點項目有序復工。
2月份以來是新型冠狀病毒(du)肺炎疫(yi)情(qing)防(fang)(fang)(fang)控(kong)的(de)關鍵期,黎杰同志帶領瑞(rui)(rui)聲(sheng)光(guang)學模組(zu)、音(yin)卓(zhuo)項(xiang)目(mu)(mu)部(bu)第一時間召開專題會傳達疫(yi)情(qing)防(fang)(fang)(fang)控(kong)緊急態勢,部(bu)署(shu)疫(yi)情(qing)防(fang)(fang)(fang)控(kong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),并對會議提出的(de)疫(yi)情(qing)防(fang)(fang)(fang)控(kong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)要求進(jin)行了(le)密切的(de)跟蹤落(luo)實(shi)(shi),有(you)序推(tui)進(jin)疫(yi)情(qing)防(fang)(fang)(fang)控(kong)、復(fu)(fu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)檢查(cha)、技(ji)術(shu)交底等工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)。為早日實(shi)(shi)現(xian)復(fu)(fu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)復(fu)(fu)產(chan),他提前(qian)謀劃,編制(zhi)了(le)詳(xiang)細的(de)復(fu)(fu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)方(fang)案,積極籌備(bei)防(fang)(fang)(fang)疫(yi)物資,同時向(xiang)瑞(rui)(rui)聲(sheng)公司為項(xiang)目(mu)(mu)部(bu)門員(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)爭(zheng)取(qu)到2500個口罩及(ji)2把額溫(wen)槍,在抓(zhua)好復(fu)(fu)產(chan)復(fu)(fu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)同時,切實(shi)(shi)保(bao)障(zhang)了(le)員(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)身體健(jian)康(kang)安全。各(ge)項(xiang)目(mu)(mu)部(bu)建立了(le)返崗職工(gong)(gong)(gong)(gong)(gong)(gong)(gong)“花名冊”,實(shi)(shi)行健(jian)康(kang)狀況“一人一檔”管(guan)理(li),對所(suo)有(you)返崗人員(yuan)(yuan)(yuan)(yuan)(yuan)逐(zhu)一排查(cha),詳(xiang)細掌(zhang)握每個返崗人員(yuan)(yuan)(yuan)(yuan)(yuan)的(de)健(jian)康(kang)情(qing)況。項(xiang)目(mu)(mu)部(bu)在施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)現(xian)場入口處設(she)置了(le)防(fang)(fang)(fang)疫(yi)檢測點,為進(jin)入施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)現(xian)場的(de)所(suo)有(you)人員(yuan)(yuan)(yuan)(yuan)(yuan)量測體溫(wen)。對進(jin)出施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)現(xian)場實(shi)(shi)行實(shi)(shi)名制(zhi)管(guan)理(li),與(yu)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)無關人員(yuan)(yuan)(yuan)(yuan)(yuan)及(ji)體溫(wen)過高者一律不允許進(jin)入施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)現(xian)場。截至目(mu)(mu)前(qian),各(ge)項(xiang)目(mu)(mu)部(bu)人員(yuan)(yuan)(yuan)(yuan)(yuan)管(guan)理(li)人員(yuan)(yuan)(yuan)(yuan)(yuan)已(yi)(yi)全部(bu)到崗,光(guang)學模組(zu)項(xiang)目(mu)(mu)部(bu)勞務(wu)人員(yuan)(yuan)(yuan)(yuan)(yuan)已(yi)(yi)返崗25人,音(yin)卓(zhuo)項(xiang)目(mu)(mu)部(bu)勞務(wu)人員(yuan)(yuan)(yuan)(yuan)(yuan)已(yi)(yi)返崗107人,項(xiang)目(mu)(mu)部(bu)也通(tong)過強化班前(qian)教育、班后小(xiao)結,靈活調(diao)整工(gong)(gong)(gong)(gong)(gong)(gong)(gong)序避(bi)免人員(yuan)(yuan)(yuan)(yuan)(yuan)密集施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)等方(fang)式(shi),確保(bao)復(fu)(fu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)后防(fang)(fang)(fang)疫(yi)和生產(chan)安全。
